About the Position:

The individual selected for this position will be part of the Executive Leadership Team and provide executive leadership over the agency’s employee and consumer patient investigation functions, as well as contractual and human resource operations. The Deputy General Counsel will be the Deputy to the General Counsel and will serve in the General Counsel’s place in his absence, bringing legal expertise to ensure the development and enforcement of consistent, ethical, and compliant practices across all facilities.

This role includes oversight of statewide policies and procedures related to investigations and contract management. The Deputy General Counsel will serve as the Inspector General, leading and advising on complex and sensitive investigations involving consumer patients, as well as employees, ensuring full compliance with legal standards, agency policy, and regulatory requirements.

In addition, the Deputy General Counsel will the oversee the agency’s Legal Division staff, consisting of a First Assistant General Counsel and three Assistant General Counsels. The Legal Division provides guidance and training to the Human Resource Division of the agency and provides legal review, risk analysis, and policy guidance regarding all agency contracts, procurement procedures and vendor relationships of the agency.

In partnership with legal, clinical, and administrative leaders, the Deputy General Counsel will promote a culture of transparency, accountability, and patient-centered care and will represent the agency in statewide policy discussions, support operational improvements, strengthen investigative practices and improve outcomes related to patient safety and organizational integrity.

Minimum Qualifications and Experience:
  • Juris Doctor (JD) degree from an accredited law school.
  • License to practice law in the State of Oklahoma and active membership in the Oklahoma Bar Association.
  • A minimum of ten (10) years of legal experience including a minimum of three (3) years of experience in a supervisory position or as a supervising attorney.
Preferred Qualifications and Experience:
  • A minimum of twenty (20) years of legal experience, including significant first chair complex jury trial experience with at least five (5) years in a supervisory capacity.
  • Proven leadership experience at the executive or C-suite level or military leadership service.
  • Demonstrated experience managing multidisciplinary teams in government, healthcare, or human services environments.
  • Extensive knowledge of administrative law, healthcare compliance, investigations, and contracts within public sector or regulatory frameworks
  • Strong background in organizational strategy, workforce policy development, and risk mitigation
Special Requirements:
  • Applicants must be willing and able to fulfill any job-related travel normally associated with this position and as such have a valid driver’s license
